Cagliari – a City without Rules Cagliari is a city without rules. Restaurants invade public space, bars place potent loudspeakers at their entries, and children have ever less room for play. Cagliari is being filled with tables, chairs and noise. Cagliari is also a city without controls. In certain streets and places, people drink and shout well into the night, sometimes until dawn. Some citizens have now taken action (see pictures). Others have started throwing eggs.
